Steven F. Banghart

Steven concentrates his practice primarily in the area of the corporate representation of health care providers, including transactional and regulatory analyses, and in the development and implementation of multiple provider health care delivery systems, and sophisticated clinical integration programs and the design of Medicare and commerical accountable care organization processes and infrastructure.

He has represented:

• Health care provider entities in the design, development and implementation of clinical integration programs, and has worked closely with Federal Trade Commission staff on achieving provider compliance with applicable FTC standards.
• Health care providers in the application and implementation process for Medicare shared savings programs, bundled payment initiatives, Pioneer ACOs, and similar federal and commercial payer contracting initiatives.
• Hospitals, health systems, health care facilities, physician groups and managed care entities in numerous regulatory, organizational and transactional activities.
• Health care provider organizations, including network joint ventures, in maintaining compliance with physician self referral, fraud and abuse, HIPAA, tax, antitrust and other regulatory guidelines.
• Health care providers in the purchase and sale of health care facilities and professional medical practices and the development of various clinical joint ventures.

Steven has lectured frequently on topics concerning managed care relationships and health care regulatory matters including Clinical Integration initiatives, accountable care organizations, HIPAA, Fraud and Abuse and the Stark law. He is a former chairman of the Illinois State Bar Association Health Care Section Council, which is comprised of noted health care attorneys from throughout the state, and he was selected by the American Medical Association to be a participant in the AMA’s Solutions Consulting Link.
