Shawn K. Moon

Shawn is an associate in the firm’s Healthcare Group. His practice focuses on corporate and regulatory issues affecting healthcare providers with particular emphasis on certificate of need, antitrust, corporate governance, and facility licensure issues. Through his previous experience in healthcare administration as a Financial and Operational Analyst for the New York-Presbyterian Healthcare System, Shawn is familiar with revenue and expense related matters for both inpatient and ambulatory operations. In addition, Shawn is also familiar with academic research through his clinical research activities at the School of Occupational and Environmental Health of Seoul National University.Assisting facilities with Certificate of Need issues, including preparation of permit applications and research of applicable laws.

Shawn's recent experience includes:

  • Presenting to the Illinois Health Facilities and Services Review Board for certificate of need approval.
  • Providing strategic guidance to healthcare facilities in support of certificate of need approval.
  • Assisting healthcare facilities with certificate of need issues, including preparation of permit applications and research of applicable laws.
  • Assisting healthcare provider entities in the design, development and implementation of clinical integration programs.
  • Advising healthcare facilities on Medicare and Medicaid compliance issues.
  • Researching Stark law and Anti-Kickback statute issues for hospitals and physician groups.
  • Researching and advising clients on Illinois lobbyist registration requirements.

Healthcare Industry Experience

  • Managed and maintained the operational benchmarking database for the University Hospitals of Columbia and Cornell.
  • Performed financial analyses of service lines and identified areas for performance improvement.
  • Analyzed and provided recommendations for regulation of medical supply usage in the emergency department.
  • Designed a research methodology for the study of blood lead levels in relation to genotype.
  • Performed calibration and initial analyses of prototype measurement equipment.
  • Participated in data collection for various experiments including residential magnetic field measurement.
