Event: Illinois Charity Care Legislation: A New Health Plan for Illinois?

Please join us for an informative discussion on the Attorney General’s proposed hospital charity care and billing/collection practices legislation.

House Bill 5000, entitled the Tax-Exempt Hospital Responsibility Act, essentially creates a new health plan for the uninsured in Illinois by requiring unprecedented charity care obligations of tax-exempt hospitals. The Act sets 8% of a hospital’s total operating costs as its minimum charity care obligation, and requires hospitals to deliver medically necessary services to all who qualify for charity care under the Act.

House Bill 4999, entitled the Hospital Fair Billing and Collection Practices Act, addresses hospital billing and collection practices, setting certain requirements that could drastically change hospital operations.

Given the potential ramifications of such legislation for hospitals in Illinois, we have brought together a panel of distinguished speakers to offer insights on this important legislative initiative.
